The idea is to achieve the optimum balance between protecting the security of a country and its people and guaranteeing an open society and respect for citizens’ rights and well being. In other words, how does a democratic country guarantee both security and human rights at the same time? How does a society gather reliable information or “intelligence” that will allow it to effectively protect the livelihood of its citizens? How does an intelligence service gather information on individuals or groups that are conspiring to commit acts of violence and maintain the necessary level of secrecy to do the job effectively without abuse of its power and authority? These are some of the questions which the editors and contributors to this site will try to address.
